Shai-Osudoku District Assembly Holds Inter-Service and Sectoral Collaboration Meeting.
On Thursday 20th August, 2020 the Shai-Osudoku District Assembly(SODA)has held its maiden meeting on inter-service and sectoral collaboration and cooperation with a call on stakeholders to work together to Improve upon service delivery at National,Regional and Metropolitan,Muncipal and District levels.
The purpose of inter-service collaboration is to facilitate unity of efforts, achieve common objectives, provide common understanding and ensure judicious use of resources for efficient and effective service delivery and development of an effective local platform to work.
In a welcome address,the District Chief Executive for (SODA)Hon.Daniel Teye Akuffo said Ghana in 1992,promulgated the 1992 Republican constitution in which was made a strong case for a decentralized system of governance.
In pursuance of this commitment,He said one full chapter, which is chapter 20 in the 1992 constitution was devoted solely to decentralization and local Government.
He further stated that,to actualize this constitutional provision,it was necessary to realign governance structures from a purely centralized perspective to a decentralized system.
"This therefore calls for redistribution of power,authority, human and financial resources in the executions of government agenda"He said.
Hon.Akuffo said section 81 of the local Governance Act,2016.Act 936 enjoins Departments of Metropolitan,Municipal and District Assemblies to collaborate and co-operate with non-Decentralized Departments,state-owned enterprises (SOEs)and public corporations operating in the District,avoid duplication and ensure a more convenient and cost-effective implementation of programs and projects.
"We realize that in the discharge of these mandates,the DAs,MDAs,state corporations, statutory bodies come face to face with the issues of overlaps,duplications of functions,conflicts in functions,planning and Implementation of programs and projects".
He said stakeholders can achieve collaboration and co-operation through networking communication,co-ordination of functions and resources.
